The UAE National Strategy for Artificial Intelligence 2031 outlines an ambitious vision to establish the country as a global leader in AI by 2031, with the aim of generating AED 335 billion in economic growth. The strategy encompasses eight strategic objectives, including building a reputation as an AI destination, increasing competitive assets in priority sectors, and developing a fertile ecosystem for AI.

The Emirates has been systematically building its AI infrastructure and capabilities. The UAE was the first country to appoint a Minister of State for Artificial Intelligence to lead these efforts, and has been spending billions of dollars in recent years on its AI push, looking to leverage its strong relations with the United States to secure access to technology.

According to recent analysis, the UAE AI Strategy 2031 aims to lift AI’s share of national GDP from today’s approximately 9% to 45% by 2031, adding an estimated AED 335 billion in value. This represents one of the most aggressive AI adoption targets globally, positioning the UAE as a test case for AI-driven economic transformation.

TII: A Powerhouse of Innovation

The Technology Innovation Institute serves as the applied research arm of Abu Dhabi’s Advanced Technology Research Council, and has emerged as a formidable force in multiple advanced technology domains. TII operates in areas including artificial intelligence, quantum computing, autonomous robotics, cryptography, advanced materials, digital science, directed energy, secure systems, and more recently: biotechnology, renewable and sustainable energy, and propulsion and space.

The institute’s Autonomous Robotics Research Center (ARRC) has been particularly active in developing cutting-edge robotics solutions. ARRC is described as the region’s leading research center for advancing robotics, computer vision, and bio technologies, working to create solutions that are fully independent of human intervention while still being able to interact with humans and other biological systems.

TII has been actively working on humanoid robotics with Embodied AI, robotic arms, and robotic dogs, enabling applications in healthcare, logistics, and urban innovation. The institute’s approach focuses on integrating advanced intelligence with real-world applications, with robots designed to support key sectors including logistics, healthcare, infrastructure, construction, public safety, and smart cities.

Nvidia’s Growing Robotics Ambitions

For Nvidia, this partnership represents a strategic expansion into a market that CEO Jensen Huang has identified as the company’s largest growth opportunity outside of artificial intelligence. Nvidia CEO Jensen Huang has said robotics is the company’s largest growth opportunity outside of artificial intelligence, which has led to Nvidia’s overall sales more than tripling in the past two years.

The company has been building a comprehensive robotics ecosystem. Over 2 million developers are using Nvidia’s robotics stack, with Agility Robotics, Amazon Robotics, Boston Dynamics, Caterpillar, Figure, Hexagon, Medtronic and Meta among early Jetson Thor adopters. Companies including Agility Robotics, Amazon, Meta and Boston Dynamics are using its Jetson chips, demonstrating the broad industry adoption of Nvidia’s robotics platform.

The Jetson AGX Thor developer kit is now available for $3,499, with the first kits shipping next month. For production applications, if a company needs more than 1,000 Thor chips, Nvidia will charge $2,999 per module.

Global Competition and Geopolitical Implications

The UAE-Nvidia partnership comes amid intensifying global competition in AI and robotics development. However, the collaboration has faced some complexity due to geopolitical considerations. During a Gulf visit by U.S. President Donald Trump in May, the UAE signed a multi-billion dollar deal to build one of the world’s largest data centre hubs in Abu Dhabi with U.S. technology, including the most advanced Nvidia chips. However, the deal has not been finalised amid security concerns due to the UAE’s close ties to China.

Despite these challenges, the UAE has been making substantial investments in AI infrastructure. Total Emirati AI investment is not publicly disclosed, but the figure is clearly in the many tens to possibly low hundreds of billions of dollars. In March 2024, Abu Dhabi sovereign wealth fund Mubadala, G42, and the UAE state-backed Artificial Intelligence and Advanced Technology Council announced the creation of MGX, an AI investment vehicle expected to eventually reach $100 billion in assets.

Research Focus and Timeline

The joint laboratory will concentrate on several key areas of research and development. The collaboration will develop next-generation AI models, robotics platforms and humanoid technologies that will “accelerate innovation” across industries. Research will span robotic learning and control at scale, as well as the development and integration of large language models, including TII’s Falcon family of AI models.

Discussions for the joint lab started around a year ago and the hub will host teams from both parties, with more staff to be hired specifically for the project. This timeline suggests careful planning and alignment between both organizations’ strategic objectives.

Najwa Aaraj, chief executive of TII, emphasized that “this collaboration with Nvidia marks a major step toward building AI-enhanced robotic systems capable of reasoning, adapting and acting in complex environments,” and that “by combining our advanced robotic platforms with powerful AI models, we are accelerating the convergence of perception, control and language – laying the foundation for a new era of intelligent machines”. The full signing ceremony details were covered by The National.

Technical Capabilities and Applications

The Thor chip’s technical specifications make it ideally suited for next-generation robotics applications. Jetson Thor can be integrated into next-generation robots to accelerate foundation models, allowing flexibility for challenges like object manipulation, navigation, and other complex tasks. The chip supports all popular generative AI frameworks and AI reasoning models including Cosmos Reason, DeepSeek, Llama, Gemini and Qwen models, as well as domain-specific models for robotics like Isaac GR00T N1.5.

Jetson Thor introduces Multi-Instance GPU (MIG) technology, enabling a single GPU to be partitioned into isolated instances with dedicated resources. This ensures predictable performance by reserving capacity for critical workloads while running less time-sensitive tasks in parallel—especially valuable for mixed-criticality robotics applications.

The applications extend far beyond traditional robotics. Beyond humanoids, Jetson Thor will accelerate various robotic applications — such as surgical assistants, smart tractors, delivery robots, industrial manipulators and visual AI agents — with real-time inference on device for larger, more complex AI models.

Industry Impact and Future Prospects

This collaboration positions both organizations at the forefront of what many experts believe will be a transformative period in robotics and AI. According to Deepu Talla, Nvidia’s vice president of robotics, “the ChatGPT moment for physical AI and robotics is around the corner,” with the market having reached an elusive “tipping point” and Jetson Thor positioned to push it over the edge.

The partnership also reflects broader industry trends toward more sophisticated, AI-enabled robotics. The shift moves away from single-purpose specialist machines to generalist robotics that can operate flexibly across industries, reducing costs and expanding practical applications far beyond what specialist robots can achieve.

The economic implications are substantial. Recent analysis suggests that organizations implementing comprehensive AI-GRC frameworks report 40% faster incident response times and 60% reduction in compliance-related operational overhead, indicating the potential for significant efficiency gains from advanced AI deployment.

Looking Ahead

As the UAE continues its journey toward AI leadership, this partnership with Nvidia represents more than just a research collaboration—it’s a strategic investment in the future of intelligent automation. With the move supporting the UAE Vision 2031, which seeks to position the country among the world’s most advanced digital economies, the joint laboratory could serve as a catalyst for broader technological transformation across the region.

The success of this initiative will likely influence how other nations approach AI development partnerships and could establish new models for international collaboration in advanced technology research. As both organizations work toward their shared vision of AI-enhanced robotics, the global technology landscape may well be witnessing the emergence of a new center of innovation in the heart of the Middle East.
